A Federal High Court sitting in Abuja has issued an order preventing the Central Bank of Nigeria (CBN) from releasing monthly financial allocations to the Rivers State Government.

The court’s ruling also impacts the Accountant-General of the Federation (AGF) as well as Zenith Bank and Access Bank, which manage the state’s accounts.

The judgment, delivered by Justice Joyce Abdulmalik, declared that the disbursement and use of allocations by Governor Siminalayi Fubara since January 2024 constitute a “constitutional aberration” that cannot continue.

Justice Abdulmalik further criticized Governor Fubara’s presentation of the 2024 budget to a four-member Rivers State House of Assembly, describing it as a violation of constitutional requirements.

“The governor’s implementation of an unlawful budget is a blatant breach of the 1999 Constitution, which he took an oath to uphold,” the judge stated.

Following this decision, the court ordered the CBN, the AGF, and the two banks to block any further access to funds from the Consolidated Revenue Fund and the Federation Account.
