The Presidential Amnesty Programme (PAP) deployed 98 delegates on Wednesday for an intensive boot camp and maritime refresher course, enhancing its ongoing efforts to build skills and workforce capacity in the Niger Delta.
During the flag-off event at the Joemarine Institute of Nautical Studies and Research in Otomewo, Delta State, PAP Administrator Dr. Dennis Otuaro emphasized the importance of manpower development for regional and national economic growth.
He noted that the deployment aligns with President Bola Tinubu’s blue economy policy, aimed at harnessing Nigeria’s maritime resources.
“This deployment of 98 delegates is strategic,” Otuaro said, stressing that President Tinubu’s administration is highly focused on human capacity development for the blue economy. “Manpower development is crucial for our region and the country.”
Otuaro, in a press statement signed by his Special Assistant on Media, Mr Igoniko Oduma, on Thursday, urged the maritime cadets to take their one-month boot camp and refresher training seriously and demonstrate discipline throughout the duration of the programme.
“You all owe us a duty to commit to your studies and demonstrate that the Niger Delta people are ready to embrace the blue economy policy,” he added. “We expect good results that will reflect positively on your communities, the Niger Delta, and the President.”
The training was organized by the PAP’s Vocational Training Unit in collaboration with South Side International Resources and Joemarine Institute, with the aim of producing top-tier maritime professionals for Nigeria’s industry.
Mr. Lambert Daunemighan, Head of PAP’s Vocational Training Unit, praised the deployment as a significant achievement, while Joemarine Institute CEO Akpos Epidei expressed gratitude for PAP’s trust in their institution’s expertise, highlighting their track record of training over 10,000 maritime professionals over 14 years.
The event concluded with remarks from institute officials and delegates, who expressed gratitude for the opportunity and pledged to represent PAP and the Niger Delta with excellence.
