In a bid to enhance accountability and improve efficiency within the Federal Civil Service, the Secretary to the Government of the Federation (SGF), Senator George Akume, has officially inaugurated the Performance Management System (PMS) in the Office of the Secretary to the Government of the Federation (OSGF).
The launch, which took place yesterday, is part of efforts to align with the Federal Civil Service Strategy and Implementation Plan 2025 (FCSSIP 2025).
The PMS is designed to strengthen service delivery through structured performance tracking and clear goal-setting frameworks across government institutions.
According to a statement issued by Segun Imohiosen, Director of Information and Public Relations in the OSGF, the SGF emphasized the importance of the PMS in fostering a results-driven culture across Ministries, Departments, and Agencies (MDAs).
The statement reads: “PMS is a system that will ensure that civil servants understand their roles and perform effectively and maximally within clearly defined measurable metrics that will lead them to achieving set targets and goals.”
He further emphasized that the new system would promote transparency and accountability by establishing clear expectations and measuring individual and departmental performance against Key Performance Indicators (KPIs).
Akume signed a performance bond with the five Permanent Secretaries in the OSGF, a move expected to cascade the responsibility of performance tracking and delivery to departmental directors.
Representing others, Dr. Nnamdi Maurice Mbaeri, Permanent Secretary of the General Services Office, expressed appreciation for the SGF’s leadership in institutionalising the PMS.
He also commended the Head of Civil Service of the Federation (HoCSF) for championing the initiative across the federal civil service.
“We are committed to ensuring the full implementation of this system,” Mbaeri assured.
Director of Human Resources, Anthony Obioha, who described the PMS launch as a call to action, encouraged all departments and staff to take ownership of the system, noting that it would help entrench a culture where performance is measurable, feedback is prompt, development is continuous and excellence is rewarded.
The inauguration marks a key milestone in the ongoing reform of Nigeria’s civil service, setting the stage for a results-oriented public administration anchored on measurable outcomes.
